Haryana accords approval to partially restore VAT on sale of Diesel and Petrol

Chandigarh (Haryana): The Haryana Government on Thursday decided to partially restore the VAT rate on the sale of Diesel and Petrol in view of the decrease in the price of nearly Rs 15 per litre compared with their prices in October 2018.

The increase in the rate of tax would be Re.1 per litre in the case of Petrol and Re. 1.1 per litre in case of Diesel, the state government said.

As per the proposed amendment, the rate of tax will be restored to 25 percent (effective rate 26.25 percent including surcharge) on Petrol and 16.40 percent (effective rate 17.22 percent including surcharge) on Diesel, that is pre-October, 4, 2018 levels and a fixed rate of tax per litre may be increased from Rs.8.15 (effective rate Rs. 8.56 including surcharge) per litre to Rs. 9.20 per litre (effective rate Rs.9.66 including surcharge) in case of Diesel and from Rs.14.25 (effective rate Rs. 14.96 including surcharge) per litre to Rs. 15.20 per litre (effective rate Rs. 15.96 including surcharge) in case of Petrol.

Petrol prices remained unchanged after slight fall

It is also proposed that the condition of the legal notice of 10 days may also be dispensed with as huge financial implications are involved, the state government added.

As per proposed amendments, the ad valorem rate of 17.22 percent will trigger, when Retail Sale Price is more than Rs. 65.75 in case of Diesel and ad valorem rate of 26.25 percent will trigger when Retail Sale Price (RSP) is more than Rs.76.76 in case of Petrol.

With the proposed increase, the state will be able to garner additional tax of Rs.49 crore per month from Diesel and Rs. 12 crores per month from Petrol making it approximately Rs. 61 crore per month, presuming that the present volume of sales will remain unaffected. (ANI)

Coronavirus Outbreak: 130 red zones, 284 orange zones and 319 green zones at district level across the country ahead of lockdown-end

NEW DELHI : The Union health ministry has designated all major metropolitan cities—Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Bengaluru and Ahmedabad—as red zones after the lockdown ends on May 3, and asked states and local bodies to demarcate containment areas and buffer zones for strict monitoring of movement.

In a letter to chief secretaries of all states and union territories, Union health secretary Preeti Sudan gave a list of 130 red zones, 284 orange zones and 319 green zones at the district level across the country for containment operations. Mint has viewed a copy of the letter.

“In the spirit of effective containment, it is advisable to err on the side of caution. Further, a buffer zone around containment zone has to be demarcated,” Sudan added.

Uttar Pradesh and Maharashtra have the highest number of red zones at 19 and 14 respectively, followed by Tamil Nadu at 12 and all of Delhi’s 11 districts marked as red zones.

Among Delhi’s suburbs, Faridabad, Gautam Buddha Nagar, Meerut have been classified as red zones, while Gurgaon and Ghaziabad have been classified as an orange zone. All of Mumbai’s suburban areas have been classified as red zones.

Both Bengaluru urban and rural areas as well as Mysuru have been classified as red zones.

Coronavirus cases in India rise to 29,974; no new cases in 17 districts in 28 days

While in urban districts, containment zones will be demarcated on the basis of residential colony, mohallas, municipal wards, police-station area, municipal zones, or towns, in rural areas these zones will be based on villages, clusters of villages, gram panchayats, among others, Sudan said in the letter.

“All States are accordingly requested to delineate the containment zones and buffer zones in the identified red and orange zone districts and notify the same,” Sudan said.

In all these containment areas, Sudan has directed stringent perimeter control with measures such as establishing clear entry and exit points, no movement except for medical emergencies and essential goods and services, no unchecked influx of population, active search for cases through house to house surveillance, testing of all cases, contact tracing and clinical management of all confirmed cases.

In buffer zones, extensive surveillance for cases through monitoring of cases of influenza-like illnesses and severe acute respiratory infections in health facilities have to be taken up, Sudan said.

For the districts having one or more municipal corporations, the Centre has allowed states to treat municipal corporations and other areas of districts as separate units.

If one or more of these units have reported no cases for last 21 days, they can be considered as one level lower in zonal classiflcation, in case the district is in red or orange zone. District authorities should, however, exercise due caution in such areas so that these areas remain free from covid-19 cases.

Coronavirus cases in India rise to 29,974; no new cases in 17 districts in 28 days

“The list will be revised on a weekly basis or earlier and communicated to states for further follow-up action in consonance with the directions issued by Ministry of Home Affairs under the Disaster Management Act, 2005,” Sudan said in the letter.

Ahead of crucial Legislative Council election, Uddhav Thackeray pays ‘courtesy’ visit to Maharashtra Governor

Mumbai (Maharashtra): Ahead of the crucial Legislative Council election in the state, Maharashtra Chief Minister Uddhav Thackeray on Friday paid a courtesy visit to Raj Bhavan here on the occasion of Maharashtra Day and met Governor Bhagat Singh Koshyari. Their meeting lasted for around 20 minutes.

The move comes at a time when the Election Commission of India (ECI) is scheduled to hold a meeting over elections to the Legislative Council in Maharashtra. The meeting is scheduled to begin at 9.30 am today.

Every year, Governor and Chief Minister meet on Maharashtra Day in a traditional parade at Shivaji Park but this year the celebrations are curtailed due to COVID-19. So, the Chief Minister went to Raj Bhavan to call on the Governor, a CMO official said.

Earlier, Governor Koshyari had requested the ECI for the election to nine seats of the Legislative Council in the state.

The Governor has made the request in a letter to the Election Commission, to fill the 9 seats in the legislative council, that has been lying vacant from April 24, “with a view to ending the current uncertainty in the state.”

He has stated that the Central government has announced many relaxation measures regarding the enforcement of lockdown in the country. As such the elections to the council seats can be held with certain guidelines, said Koshyari.

“Since Chief Minister of Maharashtra Uddhav Thackeray is not a member of either house of the State Legislature, he needs to get elected to the Council before May 27,” he added.

Earlier, Election Commission had withheld the election process for these 9 seats in view of the COVID-19 situation in the country.

This came after Maharashtra Chief Minister Uddhav Thackeray on Wednesday called Prime Minister Narendra Modi about his nomination to the State Legislative Council. According to sources, Thackeray sought Prime Minister Modi’s help, saying if it doesn’t happen, he will have to resign.

Prior to that, the Maharashtra Cabinet had on April 28 once again had asked Governor Koshyari to nominate Chief Minister Thackeray to the State Legislative Council.

Before that on April 9, the state cabinet had recommended Thackeray’s name for one of the two vacant MLC seats that were to be nominated by Koshyari to the Legislative Council to avoid a constitutional crisis. (ANI)

US could use new tariffs on China as retaliatory measure over coronavirus outbreak, says President Trump

Washington D.C. [US]: The US could impose new tariffs on China as a retaliatory measure over the coronavirus outbreak which has infected more than 3 million people worldwide, US President Donald Trump said on Thursday (local time).

He also pointed to an evidence linking the coronavirus to Chinese lab in Wuhan.

“I could do it differently, I could do the same thing but even for more money, just by putting on tariffs,” Trump was quoted as saying by Sputnik in a press conference.

His response came on being asked if he would consider cancelling US debt obligations to China as punishment over the virus outbreak.

This comes after a CNN report said Trump administration was formulating a long-term plan to punish China on multiple fronts for the coronavirus pandemic.

Trump added that not paying debt obligations to China may hurt the value of the US dollar and that China appears to be trying to become more transparent with the United States over the COVID-19 outbreak, according to Sputnik.

Trump signs $8.3bn emergency funding package to fight COVID-19

Further, the US President said he has seen evidence linking the novel coronavirus to a lab in Wuhan, China. However, he refused to provide further details.

“Yes, I have. I think World Health Organisation should be ashamed of themselves because they are like the public relations agency for China,” the US President said on being asked if he has seen anything that suggests the Wuhan Institute of Virology in China was the origin of COVID-19.

According to a report in The Hill, Trump declined to answer later when pressed on what gave him such confidence to link the virus to the lab in China.

“I can’t tell you that. I am not allowed to tell you that,” Trump was quoted as saying. (ANI)

Kangana Ranaut On Irrfan Khan: “He Was A Sucker For Life”

One of India’s finest actors Irrfan Khan passed away on Wednesday, April 29 due to colon infection. His death has left many people shattered as he was not only an amazing actor but a wonderful human being. A lot of celebrities mourned his death and shared their condolences on social media. Actress Kangana Ranaut heaped praises for the Angrezi Medium actor.

About Irrfan Khan, Kangana Ranaut told Pinkvilla, “We were very close friends. When I was doing Revolver Rani, we were part of the same circle because of Tigmanshu (Dhulia) sir and Sai Kabir. We all used to jam together. When we worked together in Knockout, we didn’t strike a bond then. But later, we were planning to do a film together which was an Indo-French production called Divine Lovers and we were romantically paired opposite each other. That was the time when I got to spend a lot of time with him. Unfortunately, that film got shelved although I know Irrfan ji tried reviving that film later as well.”

Kangana Ranaut said that the news of Irrfan Khan passing away has been extremely unsettling for everyone. She called the Angrezi Medium actor a charming and happy person who was loved by everyone. Ranaut said that it was difficult for anyone to not like him.

My first Anurag Basu too, has been through a situation where he’s recovered. Irrfan Khan was one person who started off as a character artist and went on to become a big Hollywood star. In true sense, if there’s someone who’s had a breakthrough in Hollywood mainstream, it’s him and it’s purely because of his talent. The fact that he became an international star and rose from where he was, his goodwill made sure everyone around him was happy and proud of what he had achieved. Nobody ever had any feeling of jealousy with Irrfan sir and that’s beautiful. Nothing will ever complete this void and we are all shaken, but he has lived a good life.”

The actress even shared all the fun she had while working with Irrfan Khan. Kangana Ranaut that he used to love poetry, ghazal and was a liberal person at heart. Khan wasn’t judgemental and spending time with him was a delight. She also shared how different Irrfan’s parties were. He would never play the usual Bollywood techno ones with loud music.

“He would call these budding poets and writers and there would be a poetry session. Six-seven of us would often chill at Sai Kabir’s apartment. He was such a charming man, his sense of humour was terrific. He was a sucker for life and wanted to live every moment of his life to the fullest. And he did,” said Kangana Ranaut about Irrfan Khan.

Nirmala Sitharaman rebuts Rahul Gandhi’s allegations on ‘wilful defaulters and bad loans’

New Delhi: Finance Minister Nirmala Sitharaman on Tuesday rebutted Congress leaders Rahul Gandhi and Randeep Singh Surjewala’s allegations regarding “wilful defaulters, bad loans and write-offs”, and stated that they have “attempted to mislead people in a brazen manner”.

Earlier, Gandhi attacked BJP after Reserve Bank of India (RBI) released a list of 50 wilful defaulters accused of cheating banks.

Nirmala sitharaman

“Rahul Gandhi, MP (LS), and Randeep Singh Surjewala, spokesperson of Congress, have attempted to mislead people in a brazen manner. Typical to Congress, they resort to sensationalising facts by taking them out of context,” Sitharaman tweeted.

In a series of tweets, Sitharaman responded to the issues raised.

“Today’s attempt of Congress leaders is to mislead on wilful defaulters, bad loans and write-offs. Between 2009-10 and 2013-14, scheduled commercial banks had written off Rs 1,45,226.00 crore. Wished Rahul Gandhi consulted Dr Manmohan Singh on what this writing-off was about,” the Finance Minister said.

She also said that provisions are made for NPAs as per the four-year provisioning cycle laid down by the RBI. “Upon full provisioning being done banks write-off the fully provided NPA but continue to pursue recovery against the borrower. No loan is waived off,” she wrote.

“Those defaulters, who do not repay despite having the capacity to pay, divert or siphon-off funds, or dispose of secured assets without bank’s permission are categorised as wilful defaulters. They are those well-connected promoters who benefitted from UPA’s ‘Phone banking’,” Sitharaman said.

Massive tsunami is coming, India should prepare for economic devastation: Rahul Gandhi

Taking to Twitter on Tuesday, Gandhi alleged that BJP was hiding the names of defaulters as it included “friends of the government”.

“I had asked a simple question in Parliament – tell me the names of 50 bank defaulters. Finance Minister refused to answer. Now RBI has put names of Nirav Modi, Mehul Choksi and other BJP friends in the list. This is why they hid the truth from Parliament,” Gandhi tweeted in Hindi along with a video.

Replying to the allegations, Sitharaman also recalled the “words of Raghuram Rajan”, former RBI Governor.

“A large number of bad loans originated in the period 2006-2008…Too many loans were made to well-connected promoters who have a history of defaulting on their loans…Public sector bankers continued financing promoters even while private sector banks were getting out. RBI could have raised more flags about the quality of lending…” Raghuram Rajan (said)… From 2015, PSBs were asked by GoI to check all NPAs >50 crore for wilful default,” Sitharaman wrote.

Raghuram Rajan, Demonetisation, gst, indian economy, rbi

The Finance Minister mentioned in details about cases of Nirav Modi, Mehul Choksi and Vijay Mallya.

“Nirav Modi case: Immovable and movable properties worth more than Rs 2,387 crore attached/seized. (Attachment Rs 1,898 crore and seizure Rs 489.75 crore). This includes foreign attachments of Rs 961.47 crore. Auction of luxury items for Rs 53.45 crore. He is in prison in the UK,” she tweeted.

In Mehul Choksi case, Sitharaman stated that attachments of Rs 1,936.95 crore including foreign attachment of Rs 67.9 crore have been done and seizure of Rs 597.75 crore.

“Red Notice issued. Extradition request sent to Antigua. Hearing for declaration of Mehul Choksi as Fugitive Offender is in progress,” she wrote.

Meanwhile, in Vijay Mallya’s case, Sitharaman said, “Total value at the time of attachment was Rs 8,040 crore and of seizure was Rs 1,693 crore. Value of shares at the time of seizure was Rs 1,693 crore. Declared fugitive offender. On extradition request by GoI, UK High Court, has also ruled for extradition.”

Sitharaman stated that it is Prime Minister Narendra Modi-led government which is pursuing these wilful defaulters.

“9,967 recovery suits, 3,515 FIRs, invoking Fugitive Amendment Act in cases are on now. Total value of attachment and seizures in the cases of Nirav Modi, Mehul Choksi and Vijay Mallya: Rs 18,332.7 crore,” she said.

“Bank-wise details of aggregate funded amount outstanding and amount technically/prudentially written off, pertaining to top fifty wilful defaulters was provided as an annex to the answer to Lok Sabha starred question *305 of Rahul Gandhi on 16.3.2020,” the Finance Minister added.

Sitharaman also mentioned that a list of “borrowers flagged as wilful defaulter by Public Sector Banks under CRILIC reporting as on September 30, 2019 (for borrowers with exposure of Rs 5 crore and above, global operations) was provided”, on November 18, 2019, in the Lok Sabha.

The Finance Minister stated that Congress and Gandhi should introspect why they fail to play a constructive role in cleaning up the system.

“Neither while in power, nor while in the opposition has the Congress shown any commitment or inclination to stop corruption and cronyism,” Sitharaman further stated. (ANI)
